A highly experienced projects lawyer, Neil handles a wide range of corporate, contractual and finance transactions in Europe, Africa and the Middle East. His practice focuses primarily on major energy and infrastructure transactions.

Neil is the managing partner of Herbert Smith Freehills’ Doha office. Prior to this, he was the managing partner of the firm’s Middle East practice, managing partner of the Paris office, and head of the Projects group in Paris.

Neil’s experience is truly international; he has spent more than 30 years working from the firm’s offices in London, New York, Paris, Dubai and, since early 2012, Doha. He is admitted to practise in England and Wales, and France.


  • Gazprom Neft in their capacity as operator of the Badra oil field in Iraq, following their consortium’s success in the second petroleum bid round
  • Jumeirah Capital and Iskandar Investment (Khazanah Group) on the first phase of the master plan development in the Iskandar region of Malaysia. The total area of the development is approximately three times the size of Singapore
  • China National Petroleum Corporation (CNPC) on its acquisition of 35% interest in Syria Shell Petroleum Development
  • ONGC Videsh on various acquisitions of upstream assets in Nigeria, Egypt and Syria
  • Hanna Shaikh Holding on the proposed multi-billion port development project on Al Faw Peninsula in Iraq
